Phelps, the former world record-holder and reigning Olympic champion, led throughout the final to win in one minute 45.70 seconds, while Lochte, who beat Phelps in the event at last year’s Shanghai worlds, trailed at 1:45.75 Wednesday. The two already booked a place in the 400m individual medley for the Olympics. Lochte beat Phelps here Monday in the trials.
