Mumbai, 9th July 2015:

The Hero India Super League 2015 will have its first ever Indian Player Auction along with the Player Draft on Friday, July 10, 2015, here in Mumbai, thus effectively marking the day as the kick-off to its second season.

Each club has a purse of Rs 21 crore. A club can spend maximum of Rs 5.50 crore on Domestic Players signing so as to complete its requirement of 13 Domestic Players, while for international and marquee player signing they can spend up to a maximum of Rs 15.50 crore.

The auction is expected to witness a bidding war among the eight participating ISL clubs for the ten best Indian football talents. Indian national team captain Sunil Chhetri leads the Player Auction list, commanding the highest base price of Rs 80 Lakh.

Any unsold player from the Auction List will go into the Player Draft and will be available to be picked by the ISL Clubs at the base price.

Indian Player Draft will feature 114 players with a base price ranging between Rs 1.80 lakh to Rs 33 Lakh and will start after the completion of Player Auction.

Clubs allowed to buy 4 Players in Auction

The minimum squad size for a club is 22 players. Each club is allowed to increase their squad size to 26 players, by adding four more players. A club can sign the additional four players under the ‘Additional Player’ allocation through the open market with maximum two international players.

A club buying players at Auction will also be considered in the ‘Additional Quota’. The bid price at which a player is bought by a Club at the Auction will be considered from the International Player Salary Cap i.e Rs 15.50 crore.

Auction Increment Slabs

The Auction will be an open auction with each Domestic Player being individually presented in person. The auctioneer shall ask for bids, starting from the Base Player Fee of each Player, with each subsequent bid request being at least of the increment stated in the relevant row of the table below:

Each Club will have to ensure that it has three goalkeepers in its squad of 26 players. It is recommended that each Club have two Domestic and one international goalkeeper.

As of date, 64 players have been signed by the eight clubs through retention or in the free market. A total of 40 Domestic Players will be selected through the Draft so that the Clubs will have 13 Domestic Players by the end of the Draft Process. Each club is mandated to have two Domestic Player under the age of 23 years old (called ‘Developmental Player’) among with 13 Domestic Players.

Auction Process

It is optional for Clubs to bid on a Domestic Player in the Auction.

A Club may buy up to four Domestic Players at the Auction. Any Domestic Player bought at the Auction will be counted in the ‘Additional Player’ allocation over and above the 13 Domestic Players that each club must accumulate by the end of the Draft.

For example, if Club X has six (6) retained Domestic Players, it must, therefore, buy seven (7) Domestic Players at the Draft to make a Domestic Player count of 13. Club X may also buy up to four (4) additional Domestic Players at the Auction, such that it may have up to 17 Domestic Players in total. However, as the maximum total squad size for each Club is 26 players, the number of Domestic Players bought by a Club at the Auction shall reduce the number of international players that a Club may purchase. For example, if Club X has a total of 17 Domestic Players after the Draft and the Auction, it may only obtain a total of eight (8) international players and one (1) marquee player, to ensure that its squad size is no more than 26 players.

Draft sequence selection

On 9th July 2015 evening, the League will conduct a sequence of selection for the Draft in the presence of the eight Club representatives. Once the sequence of selection is completed, the Clubs will have to select the players during the Draft in accordance with the selection sequence.

A club is allowed to pick players in the Draft till they complete the 13 Domestic Player mandate. In case of FC Goa, who already have 11 Domestic Players on roster will participate only in the first two rounds of the Draft, while the Mumbai City FC, having six domestic players as of date, will participate in all the seventh rounds of Draft to complete the requirement of 13 Domestic Players.

Instant trading process

Each Club will have two opportunities to participate in the Instant Trading process. Any club, within 15 seconds of another Club announcing its Draft pick, can press its allocated buzzer to activate the ‘Instant Trading’ process.

More than one Club may press its buzzer to call for Instant Trade and all such Clubs who press their buzzer within 15 seconds shall enter into the Instant Trade process. The Club that originally picks the player will be referred as ‘Holding Club’ while each Club that calls for Instant Trade will be referred to as ‘Bidding Club’.

In case only one Bidding Club calls for an Instant Trade, representatives of such club will have three minutes to negotiate with the members of the Holding Club to make an offer. The Holding Club will have the option to accept or reject the Bidding Club’s offer. However, if an agreement is reached between the two Clubs, the player will get registered in the Bidding Club’s roster. The Bidding Club will have to forfeit their next pick in the Draft and the same shall be taken by the Holding Club.

In case of more than one Bidding Club calls for Instant Trade, representative of each Bidding Club will fill up an ‘Offer Sheet’ with their respective offer to the Draft anchor within one minute. The Draft anchor will read out each Bidding Club’s offer and the Holding Club will be allowed one minute to decide whether to accept any one Club’s Offer.

However, the Holding Club is not obliged to accept any of the Bidding Club’s offer. In case the Holding Club accept any club’s offer, than only such Bidding Club will have to forfeit its next pick in the Draft.
