INTRODUCTION

1. Rules are set out to regulate how the Central Domestic Player Draft will operate for the inaugural season of Hero Indian Super League, featuring eight clubs. A ‘Domestic Player’ is any player who is eligible to represent Indian national football team.
2. The Draft will be preceded by the process described in Rules 3 and 4 pursuant to which the order in which the Teams will make their selections in the Draft will be determined.

SEQUENCE SELECTION

1. The names of the Six Teams (excluding Goa & Guwahati) will be placed in sealed envelopes visible to the representatives of all the Teams present. All the envelopes will be of same colour and size so that one cannot be differentiated from the other.
2. A designated authority from the League will choose envelops one by one to determine the order in which the Teams will select their players in each round. The Team whose name is in the first envelope chosen will be allocated the letter ‘A’, the Team whose name is in the second envelope chosen will be allocated the letter ‘B’ and so on until all six Teams participating in the Draft have been allocated a letter between ‘A’ and ‘F’. The Teams Goa and Guwahati will automatically be allocated letter ‘G’ and ‘H’ respectively. The order in which each Team will make its selection in each of the rounds of the Draft is set out in Appendix 1.
3. Sequence selection will be done one day prior to the Draft, on Monday 21st July 2014.

THE DRAFT PROCESS

1. There are 84 players in the Draft Pool and 7 additional players in the Reserve Pool for injury replacements. During the Draft, Teams need to select players only from the Draft Pool of 84 players and not the players in the Reserve Pool.
2. Each Team will be allocated five minutes in each round to make their selection and inform the League. The Teams will make their Draft choices by announcing the name of the selected player at the time relevant Team is invited to make its selection.
3. Each Team, except Goa and Guwahati, must at the appropriate time in accordance with these Rules, select one Domestic Player in each of the fourteen rounds of the Draft.
4. Since Goa and Guwahati Teams have already selected their domestic players, when (as set out in Appendix 1) it is their turn to make selection during each Round of the Draft they will announce the name of one of their Player such that at the end of the Draft the names of all their 14 Domestic Players have been announced.
5. The Draft will begin at 10:00 am IST on 22nd July 2014 and will continue till 23rd July 2014. First seven rounds of the Draft will be conducted on 22nd July and the remaining seven rounds on the second day (23rd July).
6. Players once selected cannot be exchanged, replaced, transferred or traded in any case. Players who sustain injury during the pre-season training may be replaced in accordance with the League Rules.
7. If a Team fails to make its selection within its allocated five minutes and after being prompted to do so at the end thereof then it may, at the League’s discretion, forfeit its right to select a player at that time and, in these circumstances, such Team will get a chance to again make its selection at the end of that particular round. If the Team which has forfeited its right to select a player is the last Team required to select a player in the relevant round then it will get an opportunity to select player at the end of next round. If any Team has, by the end of the Draft, failed to make any selections as required under these Rules after being prompted to do so then the League may, at its discretion, choose the unselected players for any such Team at its discretion and in such manner as it considers to be equitable.

APPENDIX 1

Pre-Determined Sequence for the Draft

1. Each of the Teams is to be allocated a letter from ‘A’ to ‘H’ under the procedure set out in Rule 4.
2. The sequence of selections in the Draft Process has been designed to ensure a fair and equitable selection order. Table below lists the selection sequence for each of the Team for all 14 rounds.
