This is not something that Vince has, but rather, something he had.

The story goes that at one point in his career, Vince wanted to do something in a storyline, that many felt wouldn't make sense. When one lowly employee told him that the finish of a match he had would break the matches rules, Vince was incensed and demanded that the employee write an actual book - or rather, a list of rules for WWE matches.

After a while, McMahon received his rule book, and after moments of flicking through it, threw it in the trash, a symbolic gesture that he decides what goes in the WWE.

Interestingly, a few years ago, the WWE would release a rulebook (as well as tips how to break those rules), which the WWE Universe can buy, and has contributions throughout the book by the chairman of the board himself.
