Homura in Naruto


Mitokado Homura is a member of the Konoha Council. During his youth, he and his fellow council member Koharu Utatane, were a part of Team Tobirama Senju alongside Hiruzen Sarutobi. After Hiruzen became the Third Hokage, Homura and Koharu became his councilors and have been serving in Konoha Council ever since.

Homura’s Background


Homura was seen in a class with Koharu Utatane and Torifu Akimichi shortly after the village’s establishment. He had been close friends with Hiruzen Sarutobi since they were children. They and their third teammate, Koharu, have accomplished several missions together under the supervision of the Second Hokage, Tobirama Senju.



During a mission as Tobirama’s Escort Unit in the First Shinobi World War, the crew was besieged by the deadly Kinkaku Force. Homura stated that with their inferior numbers, they could not win. He then stood there in disbelief as Hiruzen, Danzō and finally, the Second offered themselves up as a ruse to allow them to flee.


After Hiruzen became the class='entity-link' id='suggestBtn-31'>Third Hokage, he and Koharu were appointed as his counselors. They were highly respected due to their years of expertise and wisdom as well as their never-ending efforts to make Konohagakure a better place. Homura, in particular, has earned the trust of the Konoha shinobi due to his prudence and effectiveness.



Several years later, Homura was seen fighting alongside his teammates and many other shinobi during the Nine-Tailed Demon Fox’s Attack, attempting to control the beast and drive it out of the village before it could wreak any more mayhem and destruction.


Homura was among the elders who were aware of the Uchiha clan’s coup d'etat, as he was present in the meetings held between the elders and Itachi Uchiha, as they exchanged the intel on Uchiha clan’s secret meetings and the resentment growing among them.


Part 1



Homura initially appears during a meeting between the Konoha Council and the village’s jōnin-level shinobi during the Chūnin Exams. They talked about Hayate’s death and the impending menace of Orochimaru.


Search for Tsunade Senju

Following the death of the Third, Homura and Koharu discover Jiraiya spying on women bathing, an action for which Homura chastises him. They then discussed Konoha and Suna’s condition, which Jiraiya stated he was completely aware of. Homura then informs Jiraiya of the gravity of Konoha’s situation with their diminished soldiers and that in such instances, all they could do was prepare for the worst.


As Koharu informs Jiraiya that he has been chosen to be the next Hokage, he denies the position, to which Homura informs him that it has already been decided because he was the best qualified for the position. Jiraiya, on the other hand, mentions Tsunade as a rather more competent candidate for the Hokage. Homura insists on three Anbu accompanying him on the mission to search for Tsunade, a suggestion that Jiraiya declines, saying that he only needs Naruto to accompany him.


Konoha Plans Recapture Mission

When Tsunade discovers that the village has been rigged with explosive tags, Koharu and Homura offer to assist in the search for and removal of the tags. Tsunade sends them to an abandoned portion of the village, where they discover an explosive tag embedded in one of the buildings’ walls. Bringing this back to Tsunade as evidence, they also notice that the tag was very ancient based on how the seal was written on it.


Part 2

Chūnin Exams



Homura is present in the meeting held in Konohagakure about the hosting of joint Chūnin Exams in Sunagakure and Konohagakure.


Tenchi Bridge Reconnaissance Mission



Shizune becomes increasingly concerned about Tsunade’s liberal treatment of Naruto and the missions he undertook that put him at risk of confronting Akatsuki, so she approaches Homura and Koharu, who meet with Tsunade. Homura informs Tsunade that Naruto was a jinchūriki and as such, should not have left the village and should have been constantly monitored. When Tsunade rejects it, Homura informs her that despite being the Hokage, she was being too carefree in her decisions surrounding Naruto.


After Tsunade dismisses his claims, he accepts her choice and informs her that they will select the fourth member of Team Kakashi. Homura agreed with Danzo’s suggestion of someone from the Anbu accompanying Naruto while Kakashi was still recovering.


Twelve Guardian Ninja

Tsunade dispatched a team of Anbu to capture Danzō and an unknown assailant with whom he had been secretly meeting. They are captured and returned to the village and Danzō is interrogated. Homura and Koharu interfere during the interrogation and Homura reprimands Tsunade for making such hasty decisions regarding the matter without having a deeper understanding of the scenario, as well as going to such great measures as to have Ibiki conduct the interrogation.


He then informs them that Amegakure is lately implicated in border attacks according to Tatsuji’s reports, who turned out to be a Konoha spy. He also informed them of the attack on the Fire Temple by four unknown individuals which sparked a debate about the possibility of Sora becoming their target. After hearing everything, he encourages Tsunade to make a decision in Konoha’s best interests.


Pain’s Assault

When Tsunade decides to summon Naruto from Mount Myōboku after Pain invades Konoha, Homura and Koharu interrupt, stating that Naruto must stay there to be safe. Homura then informs Tsunade that, according to Danzō, the commander of the Akatsuki was leading the assault with Naruto as their objective. Homura insists that Tsunade let them go as she physically accosts them.



After a brief brawl between Tsunade and the two councilors, they finally tell her to do whatever she wants after initially responding with disbelief and giving up on trying to influence her opinion.




Homura is not seen until the invasion is over, at a meeting of the heads of the country and villages. He informs the Fire Daimyō and his delegation that they intend to continue working with other countries to counteract the threat posed by Akatsuki. Tsunade had gone into a coma, thus they decided on a new Hokage.


Five Kage Summit

When Kakashi returns to the village from the Land of Irok and tells them what happened and that Danzō had perished, Homura remarks that it is usually the best who die first. He then explains that an alliance cannot be formed without a Hokage.


Later, when the daimyō prepares to appoint Kakashi as the new Hokage, the conference is interrupted by a ninja who informs them that Tsunade has awoken from her coma. He is subsequently seen at Tsunade’s war council sessions, preparing with the others for the approaching Fourth Shinobi World War.


Fourth Shinobi World War

With the conflict raging, Ebisu calls a conference with Homura, Koharu and the villagers to discuss the potential of an attack. Both Homura and Koharu are clearly sleeping at the meeting, only to awaken when the Allied Mothers Force speaks up.


Homura’s Personality


Homura’s actions, like Koharu's, are always in the best interests of the village. He is more militant than the Hokage he has served under and as such, he sometimes leans toward Danzō’s warhawk mentality. This was most evident when he and Koharu supported the downfall of the Uchiha Clan and subsequently when they attempted to limit Naruto Uzumaki’s travels.


He has a different opinion on how the village should be handled, and as a result, he continually meddles in the decisions of the Fifth Hokage, Tsunade, who has grown to despise him for it, along with Koharu. Despite her desperate attempt to preserve the village during Pain’s Assault, he and Koharu appear to feel Tsunade was partially responsible for the harm done to Konoha during Pain’s Assault.


He is also a very calm person, even when confronted with a severe or scary scenario, such as when Tsunade accosts him, never shouting or responding aggressively. He also has a tendency to talk authoritatively, delivering Tsunade advice that appears to be decisions to be carried out. The jōnin also have complete faith in hun because of his tremendous wisdom and efficiency when working with the Hokage.


Homura’s Appearance


Homura is depicted in his old age with gray hair, a beard, glasses and a perpetual frown that he’s always maintained, even in his youth. He also has a strong jawline, which he has maintained even in his old age. As a member of the Konoha Council, he dresses similarly to Hiruzen when functioning in his capacity as Hokage.




During the Second Hokage’s reign, he was seen in two different outfits: a simple black outfit with gray armor protecting the chest, shoulders, and thighs, arm guards, a dull green scarf, a pouch strapped to his waist with bandages, a kunai holster on his upper right leg and shinobi sandals, a simple black jumpsuit outfit with mesh armor underneath and a gauntlet on his right arm. He carried three massive scrolls on his back. A poncho-like top that he wears over his clothing is one part of his costume that hasn’t been altered. They appear to have grown longer over time.


Years later, under the reign of the Seventh Hokage, Homura had grown significantly older. He had deep wrinkles and was balding on the top of his head. His beard reached his waist and he now needs a cane to walk.


Homura’s Abilities


Not much of Homura’s abilities have been demonstrated in the show. However, in the Book of Bright Light, Danzō Shimura claims that Homura and Koharu are neither particularly skillful nor have they even done anything spectacular on the battlefield. He argues they’ve only survived this long due to a combination of luck and understanding of when to align with more capable partners.


Homura was spotted carrying two massive scrolls on his back and one in front of him during the Nine-Tails onslaught. The significance of these scrolls is unknown.
