Control takes place entirely in the oldest house which is the FBC. However, this is no ordinary place. The Oldest House is seemingly connected to various other places in an alternate dimension, about which the people working in FBC were studying.

Control is an open-ended sandbox third-person shooter game. It serves as a complete departure from Remedy's previous titles such as Max Payne, Alan Wake and Quantum Break, all of which are linear single player adventures. Keep in mind though Control is not an 'open world' game. It falls in line more with games like Dishonored or Prey.

The oldest house is a shape-shifting place. Players are free to explore the oldest house as they please, however, it seems not every door will be accessible from the beginning. Think of this system from 2018's God Of War. That game encouraged a lot of replayability as many of the areas were locked out initially due to the lack of abilities or weapons that Kratos had in the beginning.

Control seems to follow a similar route when it comes to exploration as many areas of the game will be locked out initially but as Jesse gains more abilities throughout her journey, she can go back and explore those-then locked areas.
