Winterhome was essentially a settlement of survivors similar to New London, having started as one of Britain's permanent research outposts controlled by the military. By the time London fell, Winterhome had turned into a settlement.

In the present context of Frostpunk 2, Winterhome is a playable City in the Fall of Winterhome scenario. Further, you get the option to Salvage or Settle it after Chapter 3. The Stalwarts insist that you salvage it, while the Pilgrims are determined that you settle it.

Once the Scouting team arrives at Winterhome, it witnesses a City of the Dead with thousands of dead, destroyed buildings, and Generators that have exploded. Winterhome serves as a haunting warning to the players of their fate if they fail to sustain the City and let it fall.

Among Salvage or Settle Winterhome in Frostpunk 2, if you choose to Settle then you are in for a bumpy ride. Similar to New London, you must transform the dead City of Winterhome into a living, breathing civilization.

You will receive strong opposition from the Stalwarts, who will do everything in their power to sabotage your redevelopment efforts. Your priority when settling Winterhome should be rebuilding the Fume Filtration Districts to deal with the Toxic Gas that is seeping into the City, similar to the effects of Squalor in Frostpunk 2.

One of the biggest advantages of Settling Winterhome is the availability of a second settlement allows the Whiteout to hit in turns rather than affecting one settlement back to back. This allows you to prepare for the next settlement while the other is being affected.

If you choose to Salvage Winterhome, your objective will be to extract all of the Cores present there. These can then be used to upgrade the Generators in New London. You'll have to play Winterhome like a temporary City. Focus on rapidly Frostbreaking large areas and building tons of Extraction districts to get your hands on the Cores.

You will have to handle the Extraction while handling the uprising of the Pilgrims as you went against their decision to Settle. Once your work in Winterhome is done, make sure to redirect all of your attention to New London. The City remains vulnerable to upcoming Whiteouts, making it a risky choice when deciding whether to Salvage or Settle Winterhome in Frostpunk 2.

The Cores, which you extract, will be crucial in upgrading your Generators and making them ready to provide enough Heat to sustain the City and its Districts during the devastating Whiteouts. Make sure to research and upgrade your Generators only if you have the relevant fuel source around you. Otherwise, you will end up with a severe lack of Heat, leading to the City falling eventually.
