Role-playing games are all about crafting and shaping up your character the way you want.
That means, branching dialogue options and interesting life changing decisions leading to multiple endings of a situation.
This generation has seen a lot of video games trying to be an RPG but very few western RPG's succeeded in providing a complex storyline or even a good dialogue option in the game.
The last game to execute that very well was 2015's The Witcher 3 Wild Hunt.
The Outer Worlds features a silent protagonist, Obsidian claims that it gave the team to really emphasise more on the storytelling and giving player various options to progress through the game by choosing the appropriate dialogues according to your playstyle.
In fact, the game even goes to an extent that it lets you choose a dumb option from the dialogue, and if you have watched the gameplay footage uploaded by Game Informer, you probably know how cool is that.
#3 It's not an Open World Game

Yes, when I heard that The Outer World will not have a dynamic open world to explore, I was literally the happiest.
Why you make ask. Its because I and many others have reached open world fatigue as of now. Not just that, Open world games sound very cool, but fulfilling the ambition of such a world is a very tedious process, one which many developers have been trying to achieve lately in this generation and have failed miserably. ( I'm looking at you Bioware.)
Besides, not every game has to be an open world game right, just look at the recent God Of War and Dishonored 2. Both featuring a small semi explorable world which was very much grounded and was littered with a quality experience.
I want to have a quality in the universe of The Outer Worlds even if I don't get to spend much time in it. Thankfully that's what the developers have been thinking too.
