Mr Kishen Narsi Elected as EC Member of AIBA on 02 November 2010q

1. The International Boxing Association (AIBA) held its 2010 AIBA Congress at Hotel Rixos, Almaty, Kazakhstan on 01 & 02 November 2010 followed by the Continental Confederation General Assembly of all the five Continents on 03 November 2010. However, the General Assembly of Asian Boxing Confederation (ASBC) which met on 03 November 2010 approved to postpone the holding of election of Office Bearers of ASBC to be held on a suitable date later on.

2. A total of 95 member Federations from around the world voted to elect the AIBA Office bearers for the new term 2010 – 2014. Dr Ching Kuo Wu of Taiwan was re-elected as the President of AIBA for a second tenure starting from November 2010. The AIBA Congress elected one Vice President from each Confederation and then proceeded to elect a total of 17 Executive Committee Members from a candidate list of 53 members. The position of Vice President of Asia was hotly contested between Mr Gofur Arslonbek Rakhimov of Uzbekistan and Mr Chang Jianping of China. Mr Gofur Rakhimov defeated Mr Chan Jianping and was elected to be the Vice President of AIBA & President of Asian Boxing Confederation (ASBC). Mr Kishen Narsi who has been a former three times Olympic Referee/Judge as well as AIBA’s ‘Best Technical Delegate of 2009’ made India proud by being elected as Additional Executive Committee Member of AIBA for the second time in succession. He was elected for his first tenure at Santa Domingo in 2006. However, ASBC could only manage to get three Executive Committee members elected to AIBA ie. Mr Chang Jianping (China), Mr Serik Konakbayev (Kazakhstan) and Mr Kishen Narsi (India) while Europe has a representation of eight Executive Committee members in AIBA.

3. One of the most important decisions taken at the present AIBA Congress was the approval of the ‘New AIBA Scoring System’ which is a revolutionary change that rewards the individual judgement of its officials. It will stimulate coaches and boxers to be creative in movement, combining punches and vary the combination of punches to the body and the head. It will be easy for spectators and audience to understand with higher individual scores. It will prove that Boxing is transparent and that the sport is ethical and clean without manipulation. It will also develop a new breed of interested young officials who will want to be part of this beautiful sport of Boxing.

4. The ‘New AIBA Scoring System’ will utilize the ‘Similar Score Method’ which means that the individual scores of those 3 judges which are closest to each other will be taken into account. This implies that the earlier system of having atleast 3 judges agree to the validity of each punch within one second has been removed. Now there will be no pressure on the judges to score in consonance with the others judging along with him in the bout. The ‘warnings’ are not linked to the individual scores any longer but still considered with 2 points awarded to the opponent in the Total Score. Hence, there will be no more running score displayed during each round. At the end of Round 1, during the break, the score of both boxers as calculated by the computer using the ‘Mean’ of the three similar scores will be displayed to the public. Similarly scores will be shown after Round 2 and Round 3.

5. The ‘Implementation Time Frame’ of the ‘New AIBA Scoring System’ will be as under:a) Grace Period : January, 2010 – December 2011.b) Mandatory for all National Federations : From January 2012 onwards.c) The ‘New AIBA Scoring System’ will be used for AIBA Major events as follows:· World Youth / Junior Women Boxing Championships 2011.· World Junior Championships 2011.· World Championships 2011.d) The above time frame means that all our Coaches and Boxers must fully understand and comprehend the nuances of this New System immediately.e) Therefore, in consultation with and taking support from the Sports Authority of India (SAI), IABF will organize special Seminars & Clinics for Boxing Coaches in a phased manner so that the transition is carried out smoothly and our boxers stand to gain when the new System is introduced.f) AIBA will send the new scoring system CD-Rom to all National Federations with a software update and instructions how to replace the existing current scoring system (BSS2007) with the new system.

6. In addition to the news from AIBA Congress, this is also to inform you all that the Indian Men and Women’s Boxing Team will be leaving Delhi for Asian Games 2010 at Guangzhou on the night of 09 November 2010. Boxing event commences on 16 November and ends on 26 November 2010.
