The League of Legends patch 14.21 preview is here, with Matt Leung-Harrison (@RiotPhroxzon on X), Lead Gameplay Designer for the title, revealing all the tweaks coming to the MOBA. In addition to a few major Bounty changes, several champions will get buffed or nerfed. A couple of system alterations in the League of Legends patch 14.21 preview are also expected to alter the solo queue meta.

All champion adjustments in League of Legends patch 14.21 preview

Champion buffs

1) Azir

  • HP regen: 5 → 7
  • Base AD: 52 → 56

2) Corki

  • P damage: 15% → 20%
  • W damage: 150-450 +1.5 bonus AD → 200-500 + 2 bonus AD (40% of this damage is guaranteed)
  • R damage: 80/160/240 + 70% bonus AD → 90/170/250 + 80% bonus AD

3) Gangplank

  • MP regen: 7.5 → 8
  • E recharge: 18-14 → 17-13

4) Irelia

  • Q mana: 20 → 15
  • Q cooldown: 11-7 → 10-6
  • R no longer reduces cooldown by 0.5/1/1.5 second
  • Q damage: 5-85 + .6 total AD → 5-85 + .7 total AD
  • Q minion damage bonus: 55-265 → 50-237

5) Kayle

  • W mana: 90-130 → 75-115

6) Malphite

  • Base HP: 644 → 665

7) Nilah

  • EQ damage projectile: Missile → Instant
  • Q-auto remains empowered if it times out mid-swing
  • R attack lockout: 1.1s → 1.0s

8) Qiyana

  • HP regen: 6 → 8
  • W damage: 8-40 + .1 bonus AD → 8-40 + .2 bonus AD

9) Sivir

  • Base AD: 58 → 60
  • Q damage: 15-75 + 80-100% total AD → 60-160 + 100% bonus AD (this is a buff level 1 - 12)

10) Talon

  • W return damage: 50-170 + 0.8 bonus AD → 60-180 + 0.9 bonus AD

11) Teemo

  • W passive speed: 10-26% → 12-28%
  • W active speed: 20-52% → 24-56%

12) Xayah

  • W bonus damage: 20% → 25%

Champion nerfs

1) Aurelion Sol

  • Base HP: 620 → 600
  • E damage: 50-150 + 0.8 AP → 50-150 + 0.6 AP

2) Brand

  • MP regen: 10.65 → 9
  • P Detonation Damage: 9-13% max health → 8-12% max health
  • Q mana: 50 → 70

3) Camille

  • Base health: 670 650
  • W flat damage: 70-190 + 0.6 → 50-150 + 0.6
  • E damage: 60-180 + 0.9 → 60-180 + 0.75
  • R on-hit damage: 5/10/15 + 4/6/8% current HP → 0 + 4/6/8% current HP

4) Elise

  • Armor growth: 5.2 → 4.5
  • Armor: 30-118.4 → 30-106.5

5) Fiddlesticks

  • Damage: 6-10% current HP → 5-9% + current HP
  • AP ratio and minimum damage unchanged

6) Galio

  • Mana: 500 → 410

7) Gwen

  • P damage: 1% +0.72%/100 AP → 1% +0.6%/100 AP

8) Hwei

  • Q-Q damage: 60-180 + 3-7% max HP + 0.75 AP → 60-180 + 3-7% max HP+ 0.7 AP
  • E cooldown: 12-10 → 13-11

9) Kai'Sa

  • P first hit damage: 5-23 + 15% AP → 4-24 + 12% AP
  • P stack damage: 1-12 + 2.5% AP → 1-6 + 3% AP
  • Maximum flat damage: 9-71 +25% AP → 8-48 + 24% AP

10) Karthus

  • R AP Ratio: 75% → 70%

11) Kassadin

  • Q AP Ratio: 70% → 60%
  • E AP Ratio: 70% → 65%

12) Nasus

  • P Life Steal: 12-24% → 9-21%
  • Q Base Damage: 40-120 → 35-115

13) Senna

  • Armor: 28 + 4.7 → 25 + 4.0, 28-108 → 25-93

14) Taric

  • W bonus armor: 9-13% → 6-10%

15) Viego

  • Amor Growth: 5.2 → 4.6

16) Volibear

  • W CD: 12 → 14

17) Yone

  • W damage: 10-50 + 11-15% max HP → 10-50 + 10-14% max HP

18) Yorick

  • P damage: 2-88 +25% total AD→ 4-90 + 20% total AD (this is about 5% less damage at all points in time)

Champion adjustments

1) Swain

  • E: Return missile speed increased, all damage moved into the explosion, now it's worth maxing 2nd
  • R: Can cast Demonflare multiple times, cooldown now starts on-cast instead of the end, healing has a bonus HP ratio
  • Q: Max-range damage increased, min-range damage decreased
  • Overall: AP ratios increased for Q/W/E but decreased for R

All system adjustments in League of Legends patch 14.21 preview

System buffs

1) Lethal Tempo Melee

  • Attack speed per stack: 5% → 6%
  • Max attack speed: 30% → 36%

System nerfs

1) Blade of the Ruined King

  • On-hit damage: 10/6% current HP → 8/5% current HP

2) Sorcerer's Shoes

  • Magic penetration: 15 → 12

System adjustments

  • Champion and Objective Bounties

Lethal Tempo is somewhat less potent compared to other options available for melee carries. As a result, Riot Games is implementing a buff in response to the nerfing of Grasp of the Undying in League of Legends patch 14.21 preview. This adjustment aims to maintain a consistent power level for melee carries in light of the recent reduction in the effectiveness of the Blade of the Ruined King.

Since AP remains somewhat excessive and is particularly overshadowing Lucidity, the developer has decided to reduce the effectiveness of Sorcerer's Shoes in the League of Legends patch 14.21 preview. This decision stems from the observation that Lucidity is currently in a satisfactory position and does not require any enhancements at this time.

Bounty changes in League of Legends patch 14.21 preview

This League of Legends patch 14.21 preview also introduces notable adjustments to Bounties, aimed at enhancing their intuitiveness when it comes to both champion and objective Bounties. In essence, the relationship between gold earned and gold spent will become more closely aligned with Bounties.

In the context of Bounties, players exhibiting a negative status will gradually return to a baseline of 0 gold through the acquisition of gold. This is in contrast to a player who has experienced multiple deaths and subsequently achieved an elimination, resulting in a Bounty of 150g. Achieving one to two eliminations may not be enough to restore a player's worth to 300g.

Moreover, the repeated elimination of players will result in a lower acquisition of Bounty and a diminished amount of gold. Simultaneously, Objective Bounties will be adjusted to rely more on gold rather than experience points (XP), aligning more closely with player preferences.
