In the world of Fortnite, Sgt. Drake is a two-legged avian from a different reality. Given the character's design, it's clear that their reality is consumed by war. As such, others from the same reality, namely Budge and Tex Flamingo, have a similar design approach to them. That being said, it is very likely that all three of them are related in a way as they were introduced to the game at the same time.

Judging by the looks of things, they either escaped their reality to find a better one or decided to crossover for reasons unknown. That being said, Sgt. Drake's official description reads, "Proud soldier of the Never-Ending Bird Skirmish." If anything, this proves that all three characters are battle-hardened veterans of sorts.
