What is the lore behind Starr Oakley in Fortnite?

Starr Oakley was introduced in Chapter 5 Season 1, as part of the Underground Ace Set. She always has her quiver full of arrows with her, showing off her being an elite archer. However, she doesn't need to show her equipment to prove what she does, as she is known for her incredible archery trick shots. Even her in-game description says, "Hit your mark."

This Fortnite character is also clever and careful, so the target can never escape from her arrows.
