While there is no official lore behind Guernsey in Fortnite, the community came up with some when the character was introduced. During the events of Chapter 2 Season 7, the Kymera invasion had forced certain characters into hiding. Certain individuals like Farmer Steel had vanished as well. It is being speculated that a snapshot of Agent Jones got wise and decided to blend in and hide in plain sight.

With that in mind, he created a cow costume - hence the name Guernsey. It was a rather silly cosmetic at the time, which is precisely why it was so well loved by the community. It's official in-game description reads, "Manure-vure your way to a moo-ving victory." It is completely based on cow puns which makes for a 'moo' point.
