There is no such lore to speak of when it comes to Toony Peely in Fortnite. The only thing that can be said with certainty is that the character is a variant/snapshot of the original Peely. The toon version is yet to be part of the storyline in any way similar to Peely Bone, Poplar Peely, KAWSPEELY, and others..
