In this situation, the previous two raids of the raiding team were empty raids(no points scored or conceded). Hence the raider coming in has to score a point in this raid otherwise he is out.
The do-or-die raid is indicated by a hooter before the raid. What defenders should do if the bonus is available, they shouldn't give the raider an easy bonus chance. They must make it tougher to score bonus points so that the raider will look for touch points.

Bonus point available or not, they should wait for a time when the raider searches for points and goes in very deep. At that point, they must put in an effective tackle or just wait and let the time run out.
In Match 104 of Season 5 featuring Jaipur Pink Panthers and Bengal Warriors, the scoreline was 23-23. Maninder Singh of the Warriors side came in for a do or die raid.
The Panthers conceded a very easy bonus point and let the Warriors off-hook. The Bengal Warriors won 32-31 and it's astonishing how one defensive error can cost teams a match.
