Is this match to further Page's momentum or showcase both men?

Because he is scheduled for the AEW Heavyweight Championship match at All Out, Adam Page is not going to lose a match clean prior to that event. He won the 'Over the Budget' Battle Royal and picked up the win in a Fatal Four Way match at Fyter Fest.

He is being positioned as one of the faces, if not the top one, of the company and isn't losing this match. Sabian is an exciting young grappler who wowed unaware fans during his match with Guevara at Double or Nothing.

Sabian will give Page a competitive match and might get several near falls, but since he won his first match and Page is Page, the outcome is almost a near certainty. The only way Page loses this match is if someone, like a particular legend who's 'appearing' at the show, interferes to cost him the match.
