Of course RAW has extra time, with the benefit of having 3 consecutive hours on the air, which translates to 45 more minutes of programming time than SmackDown. But with their lack of following up on stories, SmackDown could wisely use their time to have an extra match take a little more time.

Some stories can be told differently if the matches are given 4-5 minutes longer. Smackdown can probably use the extra time.
