The Most Notorious "Talker" Runs the World's Greatest Clan episode 9 majorly focused on the impending doom of a new Valiant set to emerge in the world in about a year. This development was why Noel Stollen's clan formation request was rejected. Nevertheless, the Seeker refused to give up on his goals and started working toward making it to the regalia.

The episode, titled The Snake Sharpens its Fangs, effectively helped fans realize that Seekers didn't only partake in missions to become more well-known but also to protect the citizens. The last Valiant called "Cocytus the Silverfish" had emerged 40 years ago. The ones to defeat it were none other than Noel's grandfather Brandon Stollen and his party. But with no such strong Seeker remaining, the Seekers were in disarray.

This is why when Noel, Alma, and Koga go to Harold Jenkins with a clan formation request, the investigator rejects it. With an impending doom looming over their heads, they did not have time to develop newly created clans. Nevertheless, Noel Stollen remained adamant about his goal, hoping to become the strongest Seeker and the one to be assigned the Supreme Command in the Valiant Battle.

Hence, he spoke with Zeke Feinstein, one of the three EX-rank Seekers. During their conversation, Zeke tried to recruit Noel as part of the Supreme Dragon Regalia. However, Noel rejected this offer, egging Zeke to fight Leo and find out which of the two EX-rank Seekers was stronger. This helped Noel pinpoint Zeke's insecurity.

The anime later showed the protagonist Noel Stollen speaking with Loki about the current B-rank parties. The one that stood out the most among them was Winged Knights led by Leon Fredric. While the anime did not reveal much, Noel was plotting to target the party's weakness possibly to get close to its leader Leon.

Therefore, the anime episode did not feature a lot of action but focused on the plot.

With that, the anime showcased the work of the voice cast members for new characters, Zeke Feinstein, Leon Fredric, Ophelia, Keim, Vaclav, and Harold Jenkins. Each of the voice cast members did a splendid job trying to help their characters sound unique.
