Kevin de Bruyne was the joint-best midfielder in FIFA 19 along with Luka Modric. The Belgian has been out for most of the season with injuries and that should not affect his rating a lot. While he might not be kept at 91, he should not be downgraded to less than 90.

N'Golo Kante was rated at 89 in FIFA 19 and that was only because he was a defensive midfielder. His attacking stats were low and this is why his overall was stuck at 89 despite being rated over 93 in so many areas. This season, he has proved that he can play as a #8 too and that should be enough to get him a rating of 90 or even 91.
It looked like David Silva had peaked a few seasons ago and there was no way he could improve any more. However, he has proven everyone wrong and gone ahead to guide Manchester City to a domestic treble. Rated at 89 in FIFA 19, he should be pushed to 90 as well.
