The Whirlwind Artifact in Stalker 2 can be found in Gravitational Anomalies. However, there is a lot of randomness (RNG) to it. First, you will need to locate some Gravitational Anomalies and then use your Detector to find artifacts in them. If you are lucky, you will get the Whirlwind.

To increase your chances of obtaining the Whirlwind Artifact, use the save and reload method. Start by finding the two gravitational anomaly spawn points in Zalissya: Ribs and Deaf Meadow, you can find more as you explore the map. Make a quick save approximately a few hundred meters away from the spawn point.
Once saved, go near the anomaly and search for Artifacts using the Detector and bolts. If the Artifact is not the Whirlwind, reload your save and try again. Repeat this process until you get the Whirlwind artifact in Stalker 2. You can use this method for all artifacts in Stalker 2.
If you find that reloading always spawns the same Artifact, it's possible the spawn point has already been pre-determined from a previous visit. In this case, pick up the current Artifact, wait for an emission event to reset spawns, and then return to the location to restart the process.
