There's nothing that says that women's tag team titles and an all women's event are mutually exclusive options. It could well be that titles are introduced and a tournament (or "eliminator" in the case of the main roster) held, with the final at the pay per view.
If Sasha Banks and Bayley's constant start/stop feud has to lead somewhere, it might as well be this. If indeed they don't have a match at SummerSlam against each other, they can team up in the tournament and make it to the final, only for internal dissension to cost them the gold in favour of the IIconics.
While neither Billie Kay nor Peyton Royce are the best ring workers, they're very popular with fans, selling more merchandise than WWE expected. They would be the perfect heel tag team to kick that division off.
