#2 Goldberg (May not)

The most unpopular Universal Champion in its short existence so far has got to be Goldberg. He defeated crowd favorites, Kevin Owens and Bray Wyatt, to take the Universal Title into WrestleMania. But this time, it seems like the WCW legend will not return to win the world title again.
Goldberg's waning capabilities will play a part in this, as his showings post-Hall of Fame induction have not been the best. Other than his squash of Dolph Ziggler at last year's SummerSlam, the two-time Universal Champion has not exactly set the world on fire since that explosive match with Brock Lesnar.

The quality of his match with The Fiend, along with his decision to drop the belt to last-minute challenger Braun Strowman, likely means that Goldberg will not return to the Universal Title picture, if at all.
It might be for the better, as WWE should put their world titles on the stars of today or at the very least, somebody who can deliver a decent match. Goldberg, unfortunately, has gone past that stage.
