Cody Rhodes took an unprotected chair shot at Fyter Fest
There was a reason that WWE made chair shots to the head illegal in their company. There are a number of instances throughout history that have led WWE to the decision to only allow chair shots to be taken to the body on live TV. Concussion lawsuits have also forced WWE's hand and one of the reasons why the shots were banned was because WWE went PG and even banned blood.

AEW is obviously TV-14 which means that there is much more wiggle room for the company to get away with these kinds of shots with weapons, at one point Moxley even brought out thumbtacks in his match, something that WWE hasn't allowed for a number of years. This hopefully isn't a sign of things to come for AEW since Rhodes didn't even cover up for the chair shot, but it's a clear sign that AEW is looking to change the rules of the wrestling game moving forward.
