Finn Balor was WWE's first Universal Champion. The only reason his title reign ended was that he had to relinquish the belt due to an injury. Ever since returning, not only is he floundering, but he has yet to get a title shot. There are a lot of wrestlers on RAW that needed to face Lesnar for the Universal Championship more than Roman Reigns.

Rollins has been white hot in 2018 and many call him the MVP of this year. People wanted Rollins to be the one to dethrone Brock Lesnar.

People would root for Rollins if he faced Lesnar at SummerSlam, even if he doesn't mention Brock being a part-timer.

They both have a history and Brock has never pinned the Architect or made him tap out in a one on one match. Also, Rollins is the one who took the WWE Championship from Brock Lesnar.

Nobody needed a match with Lesnar more than Bobby Lashley. Ever since returning to WWE, Lashley didn't do anything noteworthy. In May, he was put in a horrible feud with Sami Zayn that did nothing for the two other than cooling down Lashley and making the casual viewers lose interest in him.

At Extreme Rules, he beat Roman Reigns cleanly, which gave Lashley's fans some hope that he might do well in WWE, only to lose to the Big Dog in the No.1 contenders match, when it mattered the most.

Losing to Reigns not only rendered Lashley's win over Reigns at Extreme Rules meaningless, but Lashley lost the momentum he got after defeating Roman Reigns at Extreme Rules.

Bobby Lashley vs Brock Lesnar is a much better choice for the SummerSlam main event. Not only is Lashley vs Lesnar refreshing, but it is also a dream match. Like Lesnar, Lashley is a legitimate badass who has a good win-loss record (15 wins and two losses) in MMA.

In the world of Mixed Martial Arts, Lashley has won XFN Heavyweight Championship and Shark Fights Heavyweight Championship.

He would have been more believable to beat Lesnar than Roman Reigns. Until now, Lashley's return to WWE has been wasted. As good as Elias is, feuding with someone like him is a step down for Bobby Lashley

Money in the Bank contract needs to come into play.

Reigns vs Lesnar 4, unless they continue having a great feud and buildup, is going to be another lacklustre performance.

Even if both Lesnar and Reigns try to have a great match, the Brooklyn crowd may not give this match a chance.

Having either Reigns or Lesnar leave the Barclays Center as the Universal Champion is bad-booking.

The only good outcome to this match is to have either Strowman or Owens (Should he beat Braun Strowman at SummerSlam) cash in their Money in the Bank contract and win the WWE Universal Championship.
