WWE seems to have it in their heads that only established Superstars and veterans will pop the ratings, which has led to a decrease in huge opportunities for up-and-coming talent nowadays.
Of course, there are bound to be exceptions to this rule, but the company doesn't seem to be budging from its veteran-policy at the moment.

With WrestleMania 37 already rumored to be a parade of veteran talent, it makes sense that the company would want Brock Lesnar there as well. Whether it is for a one-off segment appearance or an actual match is up to WWE, but they seem to require Lesnar's credibility with fans.
If nothing else, Lesnar is a very polarizing talent, and will definitely pop a rating from diehard WWE fans. As mentioned in the previous slide, the problem with that kind of thinking is that it will no doubt rob a lot of young Superstars of a chance to shine at this year's Show of Shows. It's all up to WWE to make the decision though.
