At the end of the day, Enzo Amore's charisma and ability to resonate with the audience don't make up for his failings in other areas, particularly with regards to some bad social media decisions and public behaviour.

While Amore was over with the WWE Universe, he certainly wasn't as popular as the Rock or even other polarizing figures like John Cena. With all of the baggage that goes along with Amore, it just isn't worth WWE's trouble to re-hire him now or ever.
