#2 The B-Team
Technically, they are two individuals, but as we saw last week on SmackDown, the Usos came as a unit.
Since there is no confirmation on the technicalities of the rule, the B-Team might very well follow the same path as the Usos and appear as a team.
As noted on SmackDown, the B-team played stooges to Shane McMahon in his feud with the Miz. The story must continue on RAW as well, and it's almost a guarantee that Shane deploys the B-Team to keep the Miz at bay before the big match next Sunday.
#1 Finn Balor
Finn Balor is the current Inter-Continental champion, but he is not scheduled to defend it on the MITB PPV. He is instead slated to take part in the MITB ladder match where he strives to win it and become a double champion in the future.
Similar to Kofi Kingston, he might put his title on the line and defend against a RAW superstar - presumably among the four competitors in the MITB ladder match from RAW.
