Sullivan could have caused a lot of havoc with ladders.

This choice might have worked, but he said some horrible things in the past and news about those past comments came out over the last few weeks. He said some offensive things and is going to have to work hard to overcome the perception he created with those terrible comments.

But instead of wasting a segment at the PPV over basically the same things he's been doing on Raw/SmackDown, they could have had him arrive in the main event to run roughshod over the participants.

It would have gone along with his willingness to wreak havoc. Him 'picking the bones' after all of the superstars had been exhausted would have given him actual heat and not heat for putting his foot in his mouth.

Some might feel that it would have been wasted on a person who didn't deserve it because of his comments, but they still had The Usos win tag titles literally the same week Jimmy Uso had an altercation with and was arrested by police in Detroit. I'm not condoning what Sullivan said, but Uso was actually arrested and still allowed to win a title not five days later.
