Alexa Bliss has been pushed on top for so long that there's really nothing more that can be done with her. She already defeated the stalwarts of the "women's revolution" and she is now embroiled in a feud with Ronda Rousey, which is obviously her ceiling.

Whenever Ronda Rousey moves on, Alexa Bliss will fill part of the void, but her push reached its ceiling long ago, and there's no new ground to possibly cover. It's one of the reasons why her long tenure on top became exhausting.
