#1. Courts the casual fans

While WWE has been trying to make their diehard fans happy for some time now especially with the creation of The Fiend and pushing newer stars on RAW, they haven't been worrying too much about the casual viewer. The problem with that however, is that it doesn't bode very well for their future.
For example, WWE was drawing over 6 million viewers weekly during The Attitude Era and even managed to stay in the mid to low 3 millions during The Ruthless Aggression Era. Unfortunately for the company ,the PG Era and now The reality Era is struggling to stay above the 2 million mark, which might be why they are starting to make moves to court the casual viewer again.

If nothing else, bringing on Goldberg and having him win The Universal Title seems like an attempt to court the casual viewer again. Of course that's not what The WWE Universe wants to hear and is probably still upset about the move, but it might be worth it if WWE can start bringing in older fans again.
It might even end up leveling out.
