#4 KUSHIDA
KUSHIDA was the ace of the Junior Heavyweight division in New Japan Pro Wrestling. At Wrestle Kingdom 13, he faced Taiji Ishimori for the Jr. Heavyweight title and the spot of Ace of the division.
Ishimori toppled Kushida to become the new champion. After this, Kushida announced his departure from NJPW, with his last day being January 31st. While AEW would be complimentary towards his style, WWE would present a bigger opportunity for Kushida.
Even if he performs on 205 Live, there's no doubt that he can get over with his incredible style of wrestling.
#3 Trevor Lee
Trevor Lee has a lot of upside to him thanks to his age. He's definitely ahead of his years and has a lot of time to improve. While he could go to AEW, develop and then come to WWE, there's no doubt that he's WWE ready.
He just requires some refining as a character and his look, and he has good potential in WWE.
