Admittedly, this is a hard one since Kota Ibushi already declined WWE's first offer. This is the reason why he didn't win the Cruiserweight Classic anyway. Either way, Kota Ibushi in WWE would be a dream come true, and though he may have restrictions on his style of wrestling, he's the kind of talent that can work around it.
It's true that language might be an issue in his promos, but with managers slowly making a comeback, why not giving him one as well?

Who else could it be? Kenny Omega could definitely be the star that AEW builds itself around, but we all know the true potential that Omega has in WWE. AJ Styles has succeeded immensely in WWE, far more than what people thought he would.
Omega is the full package and there's no doubt that he can be a world champion in WWE. If he wants to become a much bigger star then he already is, then WWE is the place for him to go.
