Why did the timekeeper try to stop the match?
WWE has always had a flirtationship with the official rules in the wrestling business and often finds loopholes to ensure that they are still within the rules, but even WWE went a step too far back at SummerSlam in 2015 when Brock Lesnar took on The Undertaker.

Undertaker technically won the match by submission after Brock Lesnar passed out in Hells Gate, but earlier in the match the timekeeper had rung the bell and signalled that the match was over when he saw Undertaker tapping. This has never happened before and the timekeeper has never been able to overrule the referee, which is why the match continued but it does raise the question as to why the timekeeper didn't do the same thing for Samoa Joe at Hell in a Cell.
