Roman Reigns is the second highest merchandise seller in WWE. While he may not find favour with a certain section of the audience, he is significantly more popular outside the United States. WWE probably hopes that the audience in Saudi Arabia will support Roman Reigns in his brand new heroic endeavour. Therefore, the title change may occur outside the US.

WWE will finally have their moment with Reigns as the top guy and a crowd showering praise upon him if everything does go according to plan. Audiences in the Middle East are comparatively far more starved for sports entertainment. They may be better disposed towards The Big Dog.
