It's as simple as that. The WWE Universal Championship is just way too important for it to be left on a part-timer such as Brock Lesnar. Monday Night Raw has already suffered in the months since Wrestlemania 33 due to the absence of the belt, and it cannot take yet another extended period without the top belt on the air.
Please just put the damned title on Samoa Joe, WWE.
