The Fiend was born out of Bray Wyatt's frustrations in WWE and then manifested into a person. It could be argued that because of what Randy Orton did to The Fiend and the lengths that he went to at TLC, he has been haunted by The Fiend ever since.
The Fiend may now only exist in Randy Orton's head after the guilt that he felt at the way he destroyed The Fiend back in 2020. Orton has done some shocking things over the years, but he has never set someone on fire and watched them burn. This is a turning point in Orton's career; he has been a completely different person in recent months.
If Orton didn't feel guilty about his actions, then he would have done the same thing to Alexa Bliss (set her on fire) when asked. It could be that The Fiend has only been able to make his return in this form now because he is a manifestation of Randy Orton's guilt.
Maybe Bray Wyatt hasn't been seen for several months because The Fiend can move from person to person and become the thing that they fear the most.
