#4 Finn Balor
While some of Finn Balor's lack of momentum has to do with his rumored break after Summerslam, losing The Intercontinental title and not being on television very often didn't help either. It honestly almost feels like Balor is an afterthought now and the company doesn't know what to do with him.
Interestingly enough, the absence seems to be justified when you think of all the guys that are getting TV time right now and the limited amount of time that WWE has on Smackdown Live. Another factor to consider is the constant rewrites of Smackdown Live lately, which is probably only casting Balor aside further.
In the end, Balor will shine like a diamond one day in WWE, but it's going to take a while before they start to realize it. Unfortunately for The WWE Universe, however, it is likely that he will become midcard fodder upon his return from vacation and will probably stay in that position for the foreseeable future.
