#4 Samoa Joe
Some may say that it's easy to put Samoa Joe on this list because he's been transferred over to SmackDown Live, but in all honesty, you never know what's going to happen next in the WWE. They could book an inter-promotional match between Joe and Lesnar, they could trade him back to team red, or they could just give him the title shot for the sake of it.
Joe gave it his best shot against Lesnar when they had their one on one PPV match for the title last year, but if it wasn't enough then, it likely won't be enough now. The former TNA star is destined for big things, but it feels like those big things are going to be involving the WWE Championship as opposed to the Universal.
