Heel Lashley could have helped elevate the Intercontinental Championship significantly
I'm just using Lashley as an example in this particular situation. Really, when I say Lashley I'm referring to everyone from Jinder Mahal and even Elias, whose heel runs feel insignificant because they are not competing for any title. Lashley could have benefitted greatly from a shot at Seth Rollins' Intercontinental Championship.

Because of the ongoing Shield storyline, the titles that the men hold have become quite meaningless. As a result, the heels on RAW, while they have filler feuds of their own, don't seem quite as important. The fact of the matter is that The Shield have been holding these titles hostage.
Lashley has a new manager by his side right now and could have shot right to the top, had he been in a title program against Rollins. Sadly, he has to feud with Balor while the Shield drama plays out.
