WWE has often compromised on a long-term plan with a short-term objective. Mansoor is obviously not a performer who will be pushed in the WWE main roster and will remain an NXT performer, in the days to follow. Cesaro is someone who had a fantastic showing in the SmackDown main event and was presented as someone who could take the fight to Roman Reigns.
I know that WWE will probably have Mansoor go over Cesaro to pop the audience in attendance. But it's a very short-term vision if WWE does want to tread down this path because they have someone who can be a breakout star on SmackDown in Cesaro and for him to lose to someone who isn't even a top star in NXT would not really be a good look for the man. If Cesaro were to pick up a win at Crown Jewel, he could use the momentum to potentially challenge babyfaces like Roman Reigns and Daniel Bryan down the line on WWE SmackDown.
I think that the audience is savvy enough in 2019 that they recognize who the better performer is and wouldn't mind a win for Cesaro.
