Asuka was an unstoppable force in NXT and also at the start of her run in the main roster. Somewhere down the line, presumably after her loss to Charlotte Flair at WrestleMania, her streak came to an end and all of her mystique was lost. Kairi Sane was great in NXT but hasn't even shown a glimpse of her potential in the main roster.
I just think that the Women's Tag Team Championships are never a featured storyline in the minds of WWE creative, and if Asuka and Kairi Sane are drafted to SmackDown Live, they will go weeks without getting any TV time.

On RAW, on the other hand, there's that extra hour to fill, meaning that there's a bigger opportunity for them to appear on TV every week. 'Out of sight, out of mind' is what they aptly say for everyone, maybe other than Brock Lesnar.
So, these two women should be on RAW, and so should other tag teams such as Nia Jax and Tamina and of course, Alexa Bliss and Nikki Cross. Putting them on SmackDown may just result in the titles being discontinued in the days that follow.
