When you look at the list of WWE Champions and World Heavyweight Champions, there are very very few of them who have not competed inside Hell in a Cell. Rey Mysterio is one such WWE superstar.
It's pretty easy to see the reason why the WWE kept him out of it as well. With Vince McMahon's love to book Mysterio as the biggest underdog in the world, it would not have made much storyline sense to have him go through Hell in a Cell.
