The motive of the match, as advertised, is that the Superstar will start from the ground floor of the building and has to find a way to reach the roof and then retrieve the briefcase and the contract hanging there. Nowhere has it been mentioned that he should reach the roof from inside the building.
What if a Superstar decides to climb the Titan Towers from the outside? The WWE Headquarters is a 7-floor building with a height of a little over 25 meters.
