Whether WWE wants to admit it or not, Finn Balor is good enough to be a long term top guy. In fact, he seems to have a Daniel Bryan like appeal to him, which is ultimately going to result in fans getting upset about how Balor is used. Maybe that will lead to more, and maybe WWE will try to ignore it, but sooner or later, WWE would have to confront the issues.
With that being said, Finn Balor is organically over with The WWE Universe and continues to be loved no matter what he does. Compare that to Roman Reigns, who has struggled to get a positive reaction from fans even when he is with The Shield, and you can see why Balor would be a much better option.
Furthermore, Balor is the kind of underdog you could build a good storyline around. WWE could probably put him up against Brock Lesnar in the same way that they did with Seth Rollin a few years ago, and The WWE Universe would love it! In the end, Balor is one of the most popular entities WWE has, and they need to capitalise on it by making him the top guy!
