This will obviously be a controversial opinion. After all, Alexa Bliss has only just made her return to WWE. Yet, she is a valid entry on the list.
The WWE Universe was under the impression that Bliss was going to undergo a character change when she returned to RAW, but that doesn't appear to be happening.

Instead, the former Women's Champion has returned with the same character. The story now is that she has been undergoing psychological assessment since Lilly was destroyed by Charlotte Flair at Extreme Rules last year.
Bliss was one of the fastest rising female stars in the company, and while she is a fantastic actress, it could be argued that her current character is holding her back. The Goddess is also fantastic in the ring, but hasn't been able to show that off as much while battling her demons.
Hopefully, the company turns a corner with Bliss as part of her current storyline so that she's able to mix it up in the women's division once again.
