World Heavyweight Champion Gunther has established himself as heel right from his WWE NXT UK days. The Ring General is approaching the 100-day mark as RAW's top champion, and is booked as the one of the top attractions for the company's tour in Europe.
The orignal plan was supposedly to have The Bull from Vienna face Kofi Kingston in three locations and Jey Uso in one in Street Fights. However, last-minute changes to the schedule had Gunther put the title on the line against long-time rival Chad Gable. Given the former Alpha Academy leader's current heel character, The Ring General was forced to work as a babyface champion.
The last-minute change in the longest reigning Intercontinental Champion's character is quite likely a one-time affair. There has been no confirmation or further hints of The Ring General switching characters. When he reverts to facing Jey Uso or Kofi Kingston, The Ring General will revert to being the heel character.

Currently, the World Heavyweight Champion is reportedly still on WWE's list of heels.
Gunther vs. Goldberg might not move forward as per WWE veteran
At WWE Bad Blood, The Ring General did not have a match, but he worked an in-ring segment with a ringside Goldberg. The champion and the WWE Hall of Famer teased a battle for the WWE Universe, but it might not actually materialize.
WWE veteran Jim Cornette noted that both superstars in question need to be put over, but putting Goldberg over former Intercontinental Champion at this stage was unacceptable. However, the Hall of Famer should be in a match where he picks up the victory since it can be his last bout.
"I don't honestly think they're going to do Goldberg versus Gunther as a match because they wouldn't put Goldberg over, and it would probably be a bummer if he didn't win because people would know it'd probably be his last match. But they're not going to put Goldberg over Gunther at this stage of the game because that would be ridiculous."
It's not possible to have both men in a match where both could emerge the victors. It yet remains to be known how the Stamford-based promotion will approach the situation.
