While Brock Lesnar was originally a popular champion when he wonthe Universal Title at WrestleMania 33, fans quickly grew tired of seeing Lesnar not defending the title at every pay-per-view. With that in mind and WWE even holding off on Rousey's first match on Monday Night Raw for seven months, it looks like fans are going to once again have a part-time champion.

Not only is that upsetting for a division that is struggling to tell interesting stories right now, especially with disasters like Bayley and Sasha Banks and Riott Squad versus Ember Moon, it also holds the division back from what it could really accomplish. Unfortunately for WWE, they aren't able to run on all cylinders with this plan, which will hurt them in storytelling.
