#2 The Miz

Despite being one of the top heels in WWE today, The Miz has still been given the short end of the stick in terms of his main roster run. Not only was that evident by him only winning the WWE title once in his career, but also by the fact that he has remained a mid-card champion at best for the rest of his career.
Whether fans want to admit it or not, that's very disappointing compared to what they originally thought he could do after his first run with the WWE title. Unfortunate for The Miz and his fanbase, he has been passed up time and time again for the WWE and Universal title and it looks like he will continue to be.
Of course, WWE could change that by having Daniel Bryan win the Title and then have Miz cash in on him, but it's not known if the company is willing to take that risk or not. With that being said, however, having Bryan win the title and then lose it abruptly to the Miz would be a great way to jump-start their feud and generate heel heat for the Miz.
In the end, the decision lies in WWE's hands and while that might scare most people, it's very unlikely that the company would want to give up a chance like this to establish a top heel for years to come. Think about it! He would be known as the guy that cut Daniel Bryan's first title reign since coming out of retirement short, and that would garner nuclear heat!
