According to Meltzer, this was a story that was planted by WWE so that TMZ could build excitement around Ronda Rousey's upcoming WWE debut. We thank SEScoops for a summarization of the same.

From the time that she first showed up at WrestleMania 31, to team up with The Rock and take out Triple H and Stephanie McMahon, Ronda Rousey has been on WWE's radar.
TMZ first reported how Triple H and Ronda Rousey met up at the Republique Restaurant in Los Angeles.
Triple H was seen sneaking out of the restaurant first, and then Ronda Rousey would not confirm or deny signing with the world's largest sports entertainment promotion.
The heart of the matter
Meltzer does not believe that TMZ happened to chance upon the meeting. Instead, he believes that WWE planted this story, for TMZ to report.
He substantiates his statement with the fact that had WWE wanted to keep the meeting under wraps, Ronda Rousey and Triple H wouldn't have met up at such a public restaurant.
Moreover, WWE shot an angle with Ronda Rousey and the Four Horsewomen of MMA at the Mae Young Classic, pointing to the fact that talks were already possibly underway.
All of this led Meltzer to believe that this meeting was a ploy by WWE to get everyone hyped about Rousey's debut.

Rumour is rife that Ronda Rousey may be a part of the Women's Royal Rumble match. If so, imagine the pop that she will receive. It would be quite deafening indeed.

Dave Meltzer is a credible source of most things. However, this does certainly seem like speculation on his part.
