Reasoning: Lashley vs. Balor is not Wresltemania-worthy and Reigns seems a much better choice as a foil.
While Reigns is currently seems headed towards a clash with McIntyre, a singles match between those two doesn't quite feel WrestleMania worthy just yet and Strowman is simply too big a star to be limited to the just the pre-show.
Having these four monsters square off creates another big match on an already stacked card.
Build: Lashley, after beating Balor definitively can explain his plans to take the night off at WrestleMania given the lack of credible challengers.
The McMahon family can then make a battle royal with a number of Raw's top stars to earn the opportunity which Roman Reigns can win before being attacked by McIntyre who clearly isn't done feuding with Reigns.
McIntyre can then earn his way into the match by beating Lio Rush before Strowman can force his way into the equation. The Monster Among Men, already slated for the Andre the Giant Memorial Battle Royal, can storm down to the ring prior to the match and destroy a small army of security that tries to prevent him from joining the fray. A member of the McMahon family can then come out and announce that the match will now contain all four men.
Match: This should be full of big power moves and showcase each competitor's strength. Rush can quickly get involved but get taken out before Strowman eliminates Lashley first, guaranteeing a new champion and heightening excitement for the match in the process.
Strowman can then dominate both men remaining before a superman punch, claymore kick, spear combination ultimately fells the big men and leaves him eliminated. Given the year Reigns has had, he simply has to win at WrestleMania and doing so here sets him up for a number of Intercontinental Championship open challenges that marked why was likely his best singles run in the company to date.
Winner: Roman Reigns, who then retains over Johnny Gargano the following night on Raw
